Project and legal authority have not yet transferred to an independent foundation. This page states the current arrangement and the work required to change it.
Present authority
Celiums Solutions LLC is the interim organizer and custodian.
The LLC funds and operates the initiative and retains current title and administrative authority until written custody records and separate transfers are complete. It does not own a foundation.
The LLC does not receive charitable donations for the foundation. Commercial work may contract with the LLC; charitable support during transition requires a disclosed fiscal sponsor.

Maintainers review changes, enforce contracts, and gate releases against documented checks.
Community
Contributors propose code, research, documentation, and governance changes under public terms.
Decision flow
Public record before implementation.
Ideas may begin in Discussions. Official decisions live in issues. Only decision:approved authorizes implementation and records scope, evidence, risk, owner, reviewer, and expiry.
No automation and no individual can silently become the project’s authority.
Formation ledger
- Select jurisdiction and legal form with counsel.
- Incorporate and publish the formation record.
- Adopt bylaws, conflicts policy, and financial controls.
- Appoint independent directors and officers.
- Execute trademark and asset transfers.
- Transfer repositories, domains, packages, and signing identities.
- Adopt project charters and publish maintainers.
- Publish finances and a lawful funding channel.
